The IC has gone too far for Richard Burr. That should scare you.

This'll be a shorter email than normal, but I wanted to quickly get this story in your hands. I reported last week that changes in the way the CR (the bill to end the shutdown) was written could enable the Trump administration to secretly move money around from one intelligence activity to another without authorization or informing Congress. The story got good traction so I foolishly figured the language would be amended. I was wrong, and this afternoon the top Republican and Democrat on the Intelligence Committee took to the Senate floor to try to change it, issuing dire warnings, and failed amid a jurisdictional turf war.

If Richard Burr thinks the intelligence community has gone too fare, we should probably pay attention. Follow up story is here.
